I am new to rugby, and am trying to understand it all. From what I've gathered, rugby sevens is a style of rugby.
Then there are two main competitions: rugby world cup sevens, and the IRB sevens world series. The RWC Sevens is taking place in Dubai; and the IRB sevens world series just happened to have a tournament in Dubai as well? Please let me know how I'm doing. Thanks~!

Sevens is 7-a-side rugby as opposed to the more traditional 15-a-side game. They are both played on the same size pitch, so in 7s there's twice as much space, which makes for a much faster game with far more regular scoring. 7s games only last 14 mins (believe me, you wouldn't want to play for much longer...) so are played in a one or two-day tournament format, in which each team plays several games a day.
The IRB World Series is a group of 8 tournaments - currently Dubai, George, Wellington, San Diego, Hong Kong, Adelaide, London and Edinburgh - in which the top international teams compete. The RWC Sevens takes place every four years, this year in Dubai (in addition to last November's Dubai Sevens) next week.
This is just the tip of the iceberg, though, as you can see from the World Tournament Calendar. There's a huge amount of 7s being played all over the world - including over 120 tournaments over your way in the States alone.
Good that you brought it up - given that we want to spread the word of Sevens, we should write up an intro to the sport... watch this space.

Ok, so at the end of each of the 8 tournaments, first place gets a cup and second gets a plate? Something like that? What happens at the end of the 8 tournaments? Also, I saw that there were no USA teams on the roster for the RWC. Why is that? Thank you very much, rugby is such an exciting sport. I'm trying to get my friends educated so that we can start playing!

There is a Cup, Plate and Bowl at each of the tournaments. Depending on their performances in the first day's group stages, each team will go into one of these competitions on the second day. So at the end of the tournament, there is a winner, runner-up etc of each of the Cup, Plate and Bowl. Teams take away points from a tournament depending on where they come in which of these. Make any sense?!
Then each year, at the end of the Series, one team is crowned World Series Champions.
The USA Men's and Women's teams are both competing in the World Cup next week - and both in good shape. The Men have been getting stronger throughout this Series, so nearly making it to the Final in San Diego - only to be pipped in the last minute by the eventual tournament winners, Argentina.
The World Cup is wide open and the future's bright for 7s in the States...

Yeah, I was able to watch the games on ESPN 360. Incredible! That's how I fell in love with this sport. What I meant to say was that I didn't see the USA in the Rugby World Cup 2011. On IRB's web site I see IRB Sevens World Series, IRB Rugby World Cup Sevens 2009, and Rugby World Cup 2011. Is the IRB Sevens World Series and IRB Rugby World Cup Sevens 2009 the same? I'm sorry to be bugn' ya with all these questions. But thank you so much for the help.

no worries... Rugby World Cup Sevens and IRB Sevens World Series are two separate competitions - World Series takes place every year, World Cup Sevens every 4 years.
Rugby World Cup 2011 is the 15-a-side World Cup, which also takes place every 4 years - 2011 will be played in New Zealand. Only 12 of 20 teams have automatically qualified - the rest are decided in regional qualifying rounds. USA Eagles should be in it as a regional qualifying team. Your guys scored the try of the tournament in 2007...
